Cannabis Social Clubs (CSCs)
Since April 1, 2024, cannabis has been legal in Germany under certain conditions. In addition to private cultivation, the new Consumer Cannabis Act also permits communal cultivation in so-called Cannabis Social Clubs (CSCs). These are non-commercial, registered associations or cooperatives that are permitted to cultivate and distribute cannabis exclusively for the personal use of their members.
Legalization was passed after intense debates in the Bundestag with the support of the "traffic light" coalition (SPD, Greens, FDP). While progressive forces described controlled legalization as a social advance, the CDU/CSU , in particular, strongly rejected the legislative initiative. The political debate reflects the social relevance of this issue.
The goal of CSCs is to ensure safe, transparent, and controlled access to cannabis—while promoting prevention and education. CSCs are subject to government licensing and must comply with numerous legal requirements. At the same time, the black market is being systematically curbed through legal structures and controlled distribution options.
What makes a cannabis social club?
Cannabis social clubs are permitted to cultivate cannabis communally and distribute the harvested quantities to their members in limited quantities. The distribution of cannabis seeds or cuttings for private cultivation is also permitted.
Members 21 and older are permitted up to 25 grams per day, or a maximum of 50 grams per month. Members between 18 and 21 years of age are permitted up to 30 grams per month with a maximum THC content of 10 percent. Additionally, up to seven seeds or five cuttings may be distributed per month.
Consumption on club premises, commercial sales, and any form of advertising, sponsorship, or publicity-related marketing are not permitted.
Who can become a member?

Cannabis Social Club with up to 500 members
Any adult resident or habitual resident of Germany can become a member of a Cannabis Social Club. Membership is limited to one CSC per person. The maximum number of members per club is 500.
The aim is to cultivate our own crops together, with the active participation of our members – for example in plant care, harvesting or documentation.
Control, prevention and responsibility
Cannabis social clubs are subject to strict legal requirements. Among other things, they must submit a health and youth protection plan, appoint a prevention officer, and comprehensively document all processes related to cultivation, distribution, and storage.
Authorities carry out regular inspections and check compliance with the regulations.

Cannabis Social Clubs are designed to provide legal, safe, and responsible access to cannabis – beyond the black market. They promote transparency, education, and protection. The focus is on informed, self-determined consumption – supported by preventative measures and professional information.
